Plaid Cymru - Harassment

A MARRIED councillor who made 109 silent telephone calls to a woman accountant with whom he had been having an affair has been cleared of bringing his local authority into disrepute, it emerged yesterday.

A Plaid Cymru member of Swansea Council, former teacher Rhodri Thomas, 51, made many of the calls from the Plaid office at Swansea’s County Hall.

Last year, Swansea Magistrates gave the father of three, of Sketty, Swansea, a two-year conditional discharge with £50 costs after he admitted harassing Kathryn Halliday.

They also ordered him to stay away from her.

On Monday, members of Swansea’s Standards Committee decided to “censure” Mr Thomas for misuse of council property (the telephone), a breach of section 7(c) of the councillors’ code of conduct.

He admitted the breach and said yesterday he had paid back the cost of the calls to the council.

At the same Standards Committee meeting he was cleared of an alleged breach of section 6 1 (b) of the code which states councillors should not act in a manner which could bring the office of councillor or the council itself into disrepute.

He was also cleared of an alleged breach of section 6 1 (a) which states councillors in their official capacity or otherwise should not commit a criminal offence or cause one to be committed.

Yesterday, Swansea Conservative councillor Rene Kinzett criticised the censure decision as too lenient.

A labour councillor admitted setting up a secret camera to film women using his bathroom, police said today. Neil Redrup, an independent member of Gosport Borough Council, pleaded guilty at Southampton Crown Court yesterday to four charges of voyeurism.

The 45-year-old also pleaded guilty to a charge of gross indecency relating to opening a pornographic email in front of a child. The court heard that Redrup positioned the camera in a cupboard inside the bathroom of his home in Alver Road, Gosport, Hampshire, with the lens spying through a hole where a toilet roll holder used to be.

The device was discovered after a friend found a video cassette of the women among Redrup's video collection. The court heard the charges relate to four separate occasions when he filmed three women who he met over the internet. Mr Redrup will be sentenced on July 9 at Southampton Crown Court.

Councillor arrested on rape claim

AN Oldham councillor has been arrested on suspicion of raping a 16-year-old girl.

Cllr Asaf Ali, who represents Labour in the Alexandra Ward, was arrested last Tuesday and has been released on police bail, until August 1, pending further inquiries.

Police acted after receiving allegations that the girl had been raped in Oldham, at about noon the day before – Monday, June 4.


Following his arrest Cllr Ali – a father of three – released a statement which said: "I am contesting the allegations made against me and will strongly protect my innocence.

"However, having discussed my situation with the leader of the (Labour) group and the chief whip, and bearing in mind that these matters are continuing to be investigated by the police, I have taken the voluntary decision to withdraw from the Labour group activities.

"I will continue to be available to represent all my constituents and deal with their casework as normal. However, I will additionally step back from my formal positions in the council as chairman of the Overview and Scrutiny Panel and as a junior whip in the Labour group."

# THE 36-year-old councillor was arrested by police last year when a quantity of drugs was found in the wheelarch of his car. He was subsequently released without charge and claimed the drugs had been planted by someone who had a vendetta against him.

SHAME: David Phythian hurled racist abuse at Pascal Chimbonda when he played at the JJB for Spurs

A labour councillor has been handed a three-year football banning order after racially abusing former Latics defender Pascal Chimbonda - David Phythian hurled the sickening insults during Latics' epic 3-3 draw with Spurs in April. The French international was making his first appearance at the JJB following his acrimonious move to the London club, and was booed throughout the afternoon. But UpHolland ward councillor and Latics fan Phythian, 54, admitted using abusive or insulting words towards Chimbonda that were racially aggravated.

Wigan and Leigh magistrates banned him from attending all football matches in the UK for three years, fined him £250, and ordered him to pay £60 costs. Phythian, of Evington, Skelmersdale, is a member of West Lancs District Council's bulky waste collection task group, the Lancashire care NHS trust consultation group and the West Lancs planning committee.
